Instructors: Send Announcement in Email Tool Issue Corrected

There was an issue with Blackboard where if an Announcement was created and the "Email this announcement to all course users" option was checked, the emails were not being sent to the users. However, we have applied a patch to the system and this issue has been corrected. Instructors should now be able to create new Announcements and have the Announcements emailed to their students.
