PCard Purchasing Program
Wilmington University (WU) uses a Purchasing Card program (currently Visa) for day-to-day departmental needs. The Purchasing Card program gives users the flexibility to purchase items on an as-needed basis and allocate those expenses to the appropriate University account.
PCard programs have proven to be an effective and efficient tool in the area of procurement on many campuses. It has allowed cardholders to obtain goods and services quickly and efficiently by dealing directly with vendors and reducing the upfront “paper processing”. It is Wilmington University’s intention that the PCard program benefits all who use it.

How to Obtain A Purchasing Card
An eligible Approving Supervisor must complete and submit a PCard Application/Change Request Form for the intended cardholder. The application must be complete, with all the necessary approvals. The completed application should be sent to the Vice President and CFO who is the issuing authority.

Forms
PCard Aplication/Change Request
Use this form to apply for a PCard, make changes to user information and request monthly spend limits increases or decreases.
Employee Usage Agreement
Anyone using a PCard must sign and date an Employee Usage Agreement.
PCard Missing Receipt
If you have lost your original receipt, and no copy is available, you must complete the PCard Missing Receipt Form.
Supplier Non-Acceptance
Complete this form when a supplier does not accept the PCard.
Billing Inquiry
If you are disputing a charge with the vender, and the dispute cannot be resolved, complete the Billing Inquiry Form.
