I. How to report crimes or emergencies:
- Call 911 for Police or Emergency Assistance;
- Briefly describe the crime or emergency.
- Report the incident to the Delaware Technical Community College Public Safety department
If an incident involving any of the crimes listed in section IV.G.2 of this plan occurs, a report is to be filed with the Wilmington University Director of Public Safety.
In the event of a report of a serious crime which is judged to present a possible risk to other students or employees, timely campus notices will be posted by the Delaware Technical Community College Public Safety Department.
II. Relationship with Police & Emergency Services:
- All campuses of Wilmington University can reach Police and Emergency services through 911.
- The campuses of the College are under the jurisdiction of the following police agencies:

III. The College encourages victims and witnesses to immediately and accurately report all criminal activity or emergencies to a Campus Security Authority: Delaware Technical Community College Public Safety Officer, a Site Director or Assistant Site Manager.
- A site security authority will assist in notifying proper law enforcement authorities. Timely reporting is especially important in any case involving a sex offense, as the proper preservation of evidence is important to a successful prosecution.
- Delaware Technical Community College provides campus Public Safety officers for Wilmington University's Georgetown site during the hours of 8:00 a.m. until 10:30 p.m., Monday-Friday, and 8:00 a.m. until 5:30 p.m., Saturday and Sunday. Campus Public Safety officers are not law enforcement officers and do not have arrest authority. They serve as the point of contact with the appropriate local police agencies.
- The campus emergency telephone number is 3333. By calling 3333 on any campus telephone you will be in contact with the Public Safety Department who can immediately transmit all criminal complaints to the police. Emergencies are transmitted to the 911 emergency number via 3333.
- Exterior lighting is installed to facilitate safe movement at all points on campus. Public Safety-related campus maintenance items are assigned a high priority by the Delaware Technical Community College maintenance department.
- Students and staff are asked to take care of all personal belongings so that they are securely and safely stored.
- Educational materials regarding safety and crime prevention issues such as car theft, property protection, personal safety, drug abuse, etc., are made available by the Wilmington University Office of Public Safety.
- Public safety telephones or blue light telephones are available in most buiildings & parking lots. They are available to assist you in contacting the on duty public safety officer for assistance while on campus.
- Information concerning registered sex offenders may be obtained from the Delaware State Bureau of Identification, Sex Offender Central Registry at http://www.state.de.us/dsp/sexoff/index.htm
- Annual crime statistics are compiled for all sites by the Director of Security. A daily log is also kept and is available (New Castle Campus) upon request.
- In preparation for the annual disclosure of crime statistics, letters requesting specific crime statistics are sent to local police agencies and site directors. All campus security authorities are instructed regularly to forward any incidents of criminal activity to the Office of Public Safety. The Registrar and Human Resources departments compile the data needed to insure that a post card regarding how to obtain Security Report information is mailed to all enrolled students and employees. Post cards for distribution to prospective students and prospective employees are provided to the Admissions and Human Resources departments at all sites.

Note: The above statistics were obtained from the Owens Campus Delaware Technical & Community College Public Safety Department. Complete information regarding number of arrests/referrals for select 2003 offences was not reasonably available. At present, Wilmington University has no procedures in place that serve to formally instruct victims or witnesses to report crimes on a voluntary, confidential basis.
- Contact numbers for counseling, mental health, and other support services for crime victims are listed in the Wilmington University Student Handbook. At present, Wilmington University has no procedures in place that encourage pastoral counselors and professional counselors, if and when they deem it appropriate, to inform the persons they are counseling of any procedures to report crimes on a voluntary, confidential basis.
- In any case involving an alleged sex offense, a victim who does not wish to remain in his/her present class section may be granted a transfer to any other reasonably available class section.
VI. Campus Disciplinary Procedures
- The Wilmington University Code of Conduct and campus disciplinary procedures are set forth in detail in the Wilmington University Student Handbook (Code of Conduct may be revised without notification by Wilmington University).
- The accused my be accompanied by an advisor of his own choosing. The advisor acts in that capacity alone and may not speak for the accused as would legal counsel. In any case involving an alleged sex offense, both the accuser and the accused are entitled to the same opportunity to have an advisor present.
- In any case of disciplinary action involving an alleged sex offense, both the accuser and the accused shall be informed of the final determination with respect to the alleged offense and any sanction which is imposed against the accused.
- Campus disciplinary sanctions may range from disciplinary probation through dismissal from the College.
- Wilmington University is committed to the creation of a wholesome, drug-free environment conducive to learning. In accordance with the Drug-Free Workplace Act of 1988 (Public Law 100-690, 102 Stat. 4181), the College prohibits the manufacture, distribution, dispensation, possession or use of a controlled substance in its facilities or on its campuses. Any employee convicted of violating a criminal drug law while on College property must follow procedures and requirements outlined in the Faculty and Staff Handbook.
