Biography

Dr. Palmer has her Ed.D. from Wilmington University in Leadership and Innovation (2012), her M.A. from Loyola University in Maryland in Reading (1997), and her B.A. from Dickinson College in Policy and Management Studies (1985). 

She earned her National Board Certification as an Early Childhood Generalist in 1998 and has renewed that certification twice. She is also a Milken Educator, Class of 2002.
